Cetirizine is an antiallergic which blocks the action of a chemical messenger (histamine) responsible for runny nose, watery eyes, and sneezing. Phenylephrine is a decongestant which narrows the small blood vessels providing temporary relief from congestion or stuffiness in the nose.
